April 14, 2021 – I opposed this resolution because I believe we must find ways to eliminate taxes and not just eliminate one tax and create another one to fill the revenue hole. We must advocate for both tax and spending cuts!

The following proposed resolution was introduced by Ms. Amoroso and read in full at the

meeting of the Metropolitan Council on March 24, 2021. With a public hearing called thereon

for this meeting, the proposed resolution was read in full for a second time.

RESOLUTION 55589

A RESOLUTION STRONGLY OPPOSING THE

ELIMINATION OF AN AD VALOREM TAX ON INVENTORY

ASSESSED ON ALL PROPERTY WITHIN EAST BATON

ROUGE PARISH UNLESS ANY SUCH MEASURE WOULD

BE IT RESOLVED by the Metropolitan Council of the Parish of East Baton Rouge and

the City of Baton Rouge that:

Section 1. The Metropolitan Council hereby strongly opposes the elimination of an ad

valorem tax on inventory assessed on all property within East Baton Rouge Parish unless any

such measure would supplement the revenue loss for all EBRP taxing jurisdictions.

The Presiding Officer announced that a public hearing on the above resolution was in order at

this time. No interested citizens spoke either for or against the proposed resolution.

A motion was made by Mr. Hudson and seconded by Ms. Racca to adopt the proposed resolution

as amended.

June 23, 2021 – I voted to allow this item to be heard by the public and the Council. This is a measure to allow the PUBLIC to vote to allow 1 mil of the Library tax to be re-directed for drainage improvements.

7. 21-00886 A Resolution ordering and calling a special election to be held in the Parish of East

Baton Rouge, State of Louisiana (the “Parish”) on Saturday, November 13, 2021 to

authorize the Parish to extend the levy of a special tax (the “Tax”) currently

authorized to be levied annually to and including the year 2025 for public library

purposes upon all property subject to taxation within the Parish in the currently levied amount of 10.52 mills, for an additional six years, commencing with the year

2026 and ending in the year 2031, and to henceforth rededicate the Tax so that (i) the

proceeds collected from 9.52 mills of the Tax shall be administered by the East Baton

Rouge Parish Library Board of Control and used to maintain and operate the public

library system of the Parish and its branches, improving services, acquiring land, and

constructing new library facilities, title to which is and shall be in the public and (ii) the

proceeds collected from 1.00 mills of the Tax shall be used to provide funds to

maintain, construct and improve drainage works based on proportionate collections

within the Parish and the Cities of Baton Rouge, Baker, Zachary, and Central; making

application to the Louisiana State Bond Commission; providing notice that a public

hearing regarding the adoption of this Resolution by the Metropolitan Council shall be

held on Wednesday, July 28, 2021, at 4:00 p.m. at the regular meeting place of the

Metropolitan Council, Third Floor, City Hall, Room 348, 222 St. Louis Street, Baton

Rouge, Louisiana; and providing for other matters in connection therewith. By

July 28, 2021 – I voted twice to allow THE PUBLIC to vote to re-dedicate a small portion of the Library millage to drainage maintenance.

October 13, 2021 – I voted to introduce the 2022 tax millage rates (voted on by the people) to be heard on October 27, 2021 by the public and the Council. I voted to adopt these millage rates AS VOTED ON BY THE PEOPLE on November 4, 2021.

October 12, 2022 – I voted to allow the following item to be heard by the public and the Council on October 26, 2022. Again, these are millages voted on by the people and it is the responsibility of the Council to formally adopt them.

Also introduced on October 12 and voted on October 26, was the Stormwater fee but surely everyone who consumed any written, radio, or TV news knows where I was on THAT item.

Adopting the following ad valorem tax millage rates within the boundaries of the

following taxing jurisdictions on all taxable property (except that the millage rate for

the downtown development district shall be levied on real property only) to be levied

during the year 2022/2023.

First, we have a mayor-president in East Baton Rouge Parish. Second, I voted for a pay raise for the mayor-president that will take office in January, 2025. Elections for the 2025-2029 mayor-president will take place in the fall of 2024. This nasty race-baiting mailer is absolutely below the dignity of the wealthy Republicans that fund the LCCM.
